Operations Committee

Description

The Operations Committee (OC) [formerly known as the Board of Managers or BOM] is responsible for the business aspects of running the AJJF, under the direction of the Board of Directors (BOD).

Further Information

The Operations Committee shall be the administrative body of the AJJF.

A. Responsibilities of the Operations Committee

  1. Be responsible for the day-to-day operation of the AJJF.
  2. This shall include, but not be limited to:
    1. Maintaining a Central Office.
    2. Organizing and sponsoring tournaments, clinics, and an annual National Convention.
    3. Scheduling, coordinating and administrating Blackbelt examinations.
    4. Publication of a quarterly newsletter.
    5. Marketing of the AJJF and fundraising.
    6. Administration of the Regions.
    7. Management of the AJJF's finances and records in conjunction with the BOD Treasurer.
  3. Administer the business and financial matters of the AJJF under the direction and guidance of the Board of Directors.
  4. Fill vacant Committee Chair positions on the Operations Committee to complete a term.
  5. Remove for cause any Committee Chair specified by Section F, Recall of Operations Committee Members.
  6. Present decisions by the Operations Committee to the Board of Directors within two weeks of the meeting.

B. Powers

The Operations Committee:

  1. Shall have power to administer the business and financial matters of the AJJF under the direction and guidance of the Board of Directors. The direct contact is the Vice President and Chief Operations Officer.
  2. Appoints, by majority vote, an individual to serve the term of a vacated Committee Chair position until next national School Heads' meeting.
  3. Creates committees to further the goals of the AJJF.
  4. Approves newly elected Division Managers.
  5. May remove for cause a member of the Operations Committee according to Section F, Recall of Operations Committee Members.

C. Operations Committee Members

  1. The Operations Committee is made up of four National Managers, one Operations Chair and Committee Chairs. The Committee Chairs report to the National Managers.
  2. The National Managers have voting rights and the Operations Chair has tie breaking voting rights only. Committee Chairs are non-voting positions.
  3. The Board of Directors (BOD) appoints the Operations Committee Chair.
  4. The National Managers are recommended by the Operations Committee Chair and are appointed by the BOD.
  5. In order to be a National Manager, one must have first held a Committee Chair position or be otherwise deemed qualified by the BOD.
  6. Most Committee Chairs are elected by the School Heads. Some Committee Chairs are appointed positions. (See organization chart.)
  7. An Operations Committee member may serve the AJJF in any other capacity, and may receive compensation for such as set by the Operations Committee and/or the Board of Directors.
  8. Operations Committee members shall serve a three-year term.

  3. National Manager of Communication
  4. National Manager of Divisions
  5. National Manager of Events

E. Election of Committee Chairs

  1. To be eligible for service as a Committee Chair an individual must meet the following requirements:
    1. Hold the AJJF rank of Yonkyu or above, except in the case of Exams Committee Chair, which requires a rank of Nidan or higher.
    2. Hold a current membership in the AJJF.
    3. Have a written recommendation by an AJJF School Head.
    4. Pass an interview by the Operations Committee
  2. Candidates for the Committee Chair positions apply to the National Manager responsible for that committee.
  3. Applications are reviewed and approved by voting members of the Operations Committee and then by the BOD.
  4. Qualified applicant’s names and supporting information are placed on a ballot and sent to School Heads for voting. The ballot will be sent to the School Heads prior to National Convention so all School Heads will have a chance to vote.  School Heads planning to attend the annual School Heads’ meeting should not vote ahead of time, as their vote will be taken at the meeting.
  5. The vote is tallied at the School Head’s meeting at convention. The Committee Chairs shall be elected by a simple majority of the eligible school votes.
  6. The National Manager can appoint a replacement Committee Chair if the position becomes vacant before the Committee Chair’s term is over.
  7. Committee Chairs will hold office for 3 years and be elected on a rotating basis.
  8. Division Managers are elected by the School Heads within their division and undergo the same selection process as the Committee Chairs.
  9. Election of Committee Chairs shall be held at the School Heads meeting at the AJJF National Convention.
  10. Election of Committee Chairs will be rotated on the following basis.
    1. First year
      • Marketing Committee Chair
      • Exams Committee Chair
      • Travel Committee Chair
      • Division 1 Manager
      • Divison 4 Manager
    2. Second year
      • Program Development Committee Chair
      • Division 2 Manager
      • Kiai Echo Committee Chair
      • Clinics / Contests Committee Chair
    3. Third year
      • Insurance / Sanctions Committee Chair
      • Division 3 Manager 
      • Web Master
      • Conventions Committee Chair

F. Non-elected Positions

1.     Appointed Positions - The following positions are appointed by the Board of Directors.  Candidates for appointed positions shall be reviewed and recommended to the BOD by the Operations Chair and the National Managers. These positions have responsibility for information and legal documents that must be maintained for the Internal Revenue Service and the California Secretary of State. 

    1. Operations Committee Secretary
    2. Accounting Committee Chair
    3. Budget Officer
    4. AJJF Store
  1. Contract Positions – The following position is filled by a qualified contractor as recommended by the National Manager of Finance and approved by the BOD.
    1. Central Office Administrator

F. Recall of Operations Committee Members

  1. Operations Committee Members in appointed positions may be removed by the BOD. National Managers may recommend to the BOD that a Committee Chair in an appointed position be removed.
  2. Any Committee Chair in an elected position may be recalled and removed for cause, by a three-quarters vote of the National Managers.
  3. An Operations Committee Member must be removed by the OC for any of the following reasons
    1. Convicted of a felony.
    2. Maintains membership in an organization or group having for its purpose the overthrow of the government of the United States, or any state thereof, by force or violence.
    3. Fails to uphold the Constitution of the United States, the purposes or principles of the AJJF, or any rule adopted by the BOD or OC.
    4. Absent from three consecutive board meetings or more than two board meetings per year.
    5. Is recalled by a two-thirds vote of the School Heads.
    6. Fails to maintain his/her AJJF membership.
